Yes, all LEAs must finish the Title X, Part C observing work papers, paying little mind to whether they get the Title X, Part C subgrant. All LEAs must meet essential prerequisites of Title X, Part C that relate to destitute kids, which will be observed. There are extra consistence things for those LEAs that get the subgrant.
